The Flamengo stadium construction project is beginning to spark a public debate about the expropriation carried out by the city of Rio to make it viable. This discussion is valid, healthy and necessary when talking about a project that involved public administration and has an impact on the city. But much of the criticism of the project so far has been marked by hypocrisy and laziness.

First, to understand the context, Rio City Hall decided to expropriate the Gasometer land, in the city center, with the aim of selling it to Flamengo. The auction value has a minimum bid of R$138 million. This measure occurred after negotiations on the area between Flamengo and Caixa Econômica failed. The bank is the manager of the fund that owns the land - a fund that has resources from the FGTS.

The fund came into existence in the Porto Maravilha project, created for the Rio 2016 Olympics. It was prepared by the City of Rio, with the participation of Caixa, with operations involving land and construction rights. It's an idea to develop the degraded region: it has only partially succeeded so far. Now, the city hall's justification is that the stadium would, finally, boost the stagnant project.


Well, the criticism surrounding the project has two poles: 1) fans of other teams involved in football who see city ​​hall favoring Flamengo 2) Experts who understand that urbanistically the project is bad for Rio.


In relation to the first hub, there is enormous hypocrisy. It must be said that, yes, Mayor Eduardo Paes' measure is a benefit to Flamengo that would not be given to any company.

But the public authorities, in Rio and São Paulo, have favored football clubs with different measures. All the big teams in the capitals had some help:


1) Corinthians - Neo Química land donated, city hall bonds (from the municipal budget) of R$ 400 million for the construction of the stadium, subsidized interest from BNDES for loan, federal tax discount on the work, intermediation by Caixa in the operation, grace period for payment and non-execution after failure to pay.
