The CBF, which had already announced a reduction in the State Championships , officially created a working group on Monday (10) with the aim of developing a model of Financial Fair Play for Brazilian clubs. The proposal is to develop, within 90 days, a set of rules that will be gradually implemented among the country's teams. The information is from the UOL portal.
The ordinance was signed by the organization's president, Samir Xaud, and published by vice-president Ricardo Paul, who will also preside over the group. Inspired by the European model, the Financial Sustainability System (SSF) — a name already defined by the CBF — should establish spending limits according to the clubs' revenue , require the settlement of overdue debts, and impose sanctions on those who fail to comply with the guidelines.
According to the CBF , the creation of the SSF aims to ensure the financial health of clubs, prevent risks related to accounts and promote greater fiscal responsibility. The model will also seek to adapt to the new reality of Brazilian football , which includes clubs organized as Sociedades Anônimas do Futebol (SAFs).
The group will be made up of representatives from the CBF, clubs from Series A and B, state federations and specialized consultants. Interested clubs will have five days to express their intention to participate . If there is a high demand, the selection of participants will be made by the president of the working group. Once the composition has been established, the 90-day period will begin to count down for the presentation of the final proposal to the CBF presidency. Flamengo has long been a supporter of the measure.
The new system will have the mission of evaluating, monitoring and punishing irregular financial practices , but the CBF highlighted that the adoption will be progressive, considering the financial and structural reality of each club and region.
This is not the first time that the CBF has attempted to implement a Financial Fair Play model. During Rogério Caboclo's administration, a system for monitoring club accounts was structured . The proposal would have evolved into a complete set of rules, but was blocked by resistance from clubs such as Corinthians and Atlético-MG, which at the time had compromised finances. The project was eventually abandoned.
Given the current scenario, however, the entity has once again treated the issue as urgent . According to a survey by the consultancy Convocados, in 2024 the debts of the country's main clubs grew by 22% and exceeded R$14 billion.
Mengão took legal action against the League to block the transfer of audience revenue, equivalent to 30% of the contract with Globo.

Next Tuesday (7), Flamengo's Deliberative Council will hold a hybrid meeting, in person and virtual, to discuss the legal dispute with Libra . The meeting, scheduled for 6 pm, will have as its main agenda the injunction obtained by Rubro-Negro , which blocked the transfer of R$ 77 million from Globo to the block's clubs regarding the Brasileirão's TV rights.
President Luiz Eduardo Baptista (BAP) will make the official presentation, detailing the reasons for the dispute and the board's next steps. The expectation is that the meeting will clarify the club's arguments in the face of criticism from opposing executives and some in the press.
In a statement, Flamengo confirmed that the board members will be updated on the disagreements with Libra: "The topics related to the Brazilian Football League – 'Libra' will be addressed and updated, especially regarding the controversies existing in its Bylaws regarding the criteria for sharing 'audience' revenue."
The controversy began when Libra changed the calculation of its 30% share of audience revenue, approximately R$309 million annually . Under the new model, the total number of viewers for each game was added up and divided equally between the clubs.
Flamengo argues that this change violates the league's bylaws, as any change to the revenue sharing criteria requires unanimous approval . At the August General Assembly, only Flamengo and Volta Redonda voted against the measure.
The Flamengo board also disputes alleged documents signed by Rodolfo Landim, the club's former president, cited by Libra as supporting the change. It was precisely based on this violation of the bylaws that the Rio de Janeiro Court of Justice granted the injunction in Flamengo's favor.
The financial projections reveal the club's delicate position. Flamengo is the only one to lose resources in all simulated scenarios . In the model approved by the majority, the reduction exceeds R$100 million compared to the amount received in 2024. Even in alternative proposals, such as the one presented by Flamengo itself , the reduction would be close to R$50 million.
Meanwhile, Palmeiras, cited in the debate by president Leila Pereira as a club also giving up value, maintains virtually the same level in all projections . Teams like Bahia, Vitória, and Red Bull Bragantino appear among the most benefited, always due to Flamengo's losses.
The midfielder is one of the club's priorities for extending his current contract and has already made clear his interest in ending his career wearing red and black.

With the transfer window closed, Flamengo turns its attention to renewing important contracts for the squad and coaching staff. According to Fabrício Lopes of the Resenha Rubro-Negra channel, the club has already begun talks to extend midfielder Giorgian De Arrascaeta's contract .
The Uruguayan midfielder is considered a top priority by the board. CEO José Boto is trying to secure a new contract until 2028. To that end, a meeting will be held in the coming days between the executive and Daniel Fonseca, the number 10's agent.

The red-and-black coach has already made it clear that he wants to stay at the club for a long time. His current contract expires in December , but a renewal should happen without any major difficulties. The club's first offer, however, was rejected by the manager.
