For president Rodolfo Landim, the achievement involves directly selling part of the club. However, the issue has become a target of concern in the corridors of Gávea.


If Landim is completely in favor of the project, the opposition and even allies are moving against it. Some see it as "zero chance" of passing, as the majority does not agree. Groups of advisors made an amendment proposal "to avoid legal uncertainty in the possible modification process" of Flamengo on this topic. They have already obtained more than 50 necessary signatures.


But what is already known about the subject? Why does Landim want the SAF?


Rodolfo Landim makes no secret of being in favor of the SAF. He, however, wants it in a different way than what currently exists in Brazilian football. The current projection from the board is that, between land and construction, Flamengo would spend around R$2 billion. Landim believes that building this arena with resources that are not obtained from a SAF could bring the club into disrepute.

"If we created a separate company in the stadium, what would happen to this company? Any economic result that this company would have would be divided between Flamengo and this partner. As for a partner to participate in a SAF, which we saw in the example of Bayern Munich, these are companies that have a strategic interest in being in that. that Bayern's SAF was created, continues to be controlled by the club and has three members", said Landim.

What would the SAF vote be like?

This It is a topic that raises doubts even among counselors. For some, it would require a simple majority in the General Assembly (that is, all members with voting rights). Others believe that it would be a simple majority only in the Deliberative Council.

What does the opposition say?

The proposal from March this year suggests that the Council Deliberative has the possibility of adapting the statute and creating stricter rules for the approval of a SAF, which would need to be voted on at the General Assembly, with qualified quorums for deliberation and voting for approval.

The document wants to include that Elected and appointed directors of the association who held positions in the club in the 36 months preceding the approval of the SAF and constitution are prevented from assuming any management or administrative positions in the new society for a period of six years.

Regarding quorums, the decision at the General Assembly would be approved by a decision of two thirds of the members present. However, a minimum presence of 60% of all members of the general assembly would be required.

Voting in the Deliberative Session could only be approved by a decision of two thirds of the councilors present. There would also be a minimum presence of 60% of Council members.
