ATTENTION, FLAMENGO! RIO GOVERNMENT'S LICENSE FOR PIXBET IS QUESTIONED BY THE FEDERAL REVENUE
Pixbet paid R$5 million to Loterj instead of R$30 million for the national license, not yet available; Revenue accuses RJ of circumventing the law

The Federal Revenue is questioning the granting, by the government of Rio de Janeiro, of an operating license to Pixbet and three other betting companies. According to the IRS, Loterj, linked to the government of Rio, granted the licenses, which could only be for operation in the state of Rio, without any type of lock that would allow operations throughout Brazil.A Pixbet paid R$5 million for the Loterj license. The licenses offered by the Federal Revenue Service to operate throughout the national territory will cost R$30 million. Furthermore, Loterj's license charges a 5% tax on bookmakers' profits, compared to 18% under the national license.
It is not clear whether Pixbet will seek the national license as well or intend to fight in court for the right to operate using the Loterj license. The Federal Revenue has already announced that it intends to appeal to the STF (Supreme Federal Court) if Loterj does not revoke the licenses.
Loterj released a statement in which it said that it understands that it is not breaking the law:
“The bettor, as an essential condition for the conclusion of any consummation, is obliged to declare that he accepts and agrees with the fact that the bet is placed, for all purposes, on State of Rio de Janeiro”, stated the company in a note.
Flamengo can terminate Pixbet without fine if the company does not comply with the law. Flamengo's contract with the bookmaker gives the club the right to terminate sponsorship without paying a fine if Pixbet does not comply with the legislation. However, breaking the contract would mean giving up the remainder of the R$170 million sponsorship until the end of 2025.
In this way, the club could find itself in the situation of displaying it on its shirt, for the entire Brazil, a company whose operations outside Rio de Janeiro are under legal dispute.
In addition to Pixbet, Loterj granted licenses for the operation of Apostau.com, Bestbet and Majorsports and is finalizing the regularization of three others companies. In addition, there was a deadline of April 4th for new interested parties to register. The notice for regularization of companies by the federal government has not yet been published.

On Saturday night, the 21st, Flamengo's Social Responsibility department was notably recognized with the AIDEP Social Impact Award during the FutEdu Summit 2025. The ceremony took place at the Hard Rock Café, in Curitiba, and brought together representatives of clubs and institutions that work with sports and social impact in South America.
Organized by the International Association for the Development of Sports and Parasports - AIDEP, the award is a recognition given to clubs and institutions that use football as a tool for social transformation.
The award highlighted Flamengo's Social Responsibility work as a reference in promoting opportunities for children and teenagers from socially vulnerable contexts, combining football with socio-emotional education, such as Jogaremos Juntos, Flamengo's social project, which includes 1,000 children and teenagers in eight communities in Rio and Baixada Fluminense, as well as other social initiatives of the club that have already impacted more than 200,000 people.
AWARD PURPOSE
“Welcoming Flamengo to the FutEdu Summit is an immense honor. A club with so much history and relevance in Brazilian football inspires and further strengthens our commitment to education through sport,” said Diogo Netto, CEO of the FutEdu Summit.
The main objective of the Award is to recognize, value and encourage football schools and social projects that use sport as a tool for innovation, education and social transformation. It promotes visibility, strengthens good practices and establishes a standard of excellence in the sports-educational sector.
