Externally, the idea is to give the CBF a new look . Although the system has many well-known people. In any case, Samir's choice is to give it a makeover, but also to take advantage of the period from 2025 to 2029 to implement some ideas that are in the heads of the directors and that did not advance under Ednaldo's management.
Samir has experience managing semi-amateur football in Roraima. His federation's main source of income is the CBF. In 2024, it received R$1.4 million in transfers , while the entity only raised R$1.064 million from other sources.
This dependence was even greater in previous years. Until 2022, the only revenue for the Roraima federation, in practice, was the transfer from the CBF . Samir says that, in his state, he managed to generate revenue by modernizing the State Championship. He sold the naming rights to a financial institution. And he reduced the championship dates from 22 to 14 to make it leaner. With 10 clubs, the State Championship consumes almost all the revenue obtained: R$2.6 million in 2024.
Leagues control the Brazilian Championship
The project is to advance something that Libra and Liga Forte União want: that Series A and B of the Brazilian Championship be organized by the clubs. The CBF would take care of Series C and D, in addition to the Brazilian national team and youth competitions.
Calendar
The new president of the CBF is talking about reducing the number of dates for the State Championships to 12. This is an initial idea that is already being implemented by the current CBF. Among the State Championships with teams in the Série A, only Bahia and São Paulo have more. And the Paulista is the obstacle with 16 dates, since the Bahian championship has 13.
In the new CBF board, there are those who advocate rethinking the entire Brazilian football calendar . It is certain that the State Championships will not end. The idea, however, is to free up the dates, since, in the coming years, there will be competitions in the middle of the season.
It is even possible to discuss with Conmebol to reduce dates, which was already attempted without success during Ednaldo Rodrigues' term.
Financial Fair Play
Although Samir got complicated in an interview on the subject with Charla Podcast, the idea of the group taking over the CBF is to move forward with the rules for controlling the clubs' expenses - considering the volume of revenue of each one of them. Financial Fair Play is another topic that finds an echo in the leagues.
Autonomy for selection
The idea is to get as little involved as possible in Carlo Ancelotti's work and give autonomy to the Italian who is now in charge of the Brazilian team . Samir doesn't want to go into the locker room, for example. The sector has Rodrigo Caetano as coordinator, who has been exchanging ideas with Ancelotti since last week.
Resumption of relations with Conmebol and FIFA
The CBF will need to rebuild relations with Conmebol and FIFA. Fernando Sarney will play a leading role in this. Because of the political turmoil, Brazil lost its seat on the FIFA Council . Conmebol was temporarily transferred to Argentina. And it will not be easy to regain the space.
What about arbitration?
Samir advocates greater investment in referees. But he has not yet made it clear whether he will go ahead with Ednaldo's administration's project to professionalize an elite group of referees in December 2026. In any case, Rodrigo Martins Cintra will remain in charge of national refereeing.
Status update
Since the court decision that removed Ednaldo Rodrigues from the presidency also affected statutory reforms made since 2017 , the document that governs the CBF is now outdated. The directors need to establish new governance rules and update the electoral rules, for example.
The clubs are pushing for a change in the weight of votes , removing the federations' dominance. But this issue is a thorny one for the CBF - although, yes, there are plans to update the statute.

Flamengo hosted Cruzeiro this Thursday (2), at Maracanã, for the 26th round of the Brazilian Championship, and the duel ended in a 0-0 draw. Despite the chances created, especially in the second half, goalkeepers Rossi and Cássio were protagonists and ensured the score was zero.
Flamengo started with more possession and offensive pressure, but couldn't convert their dominance into goals. Cruzeiro, on the other hand, leveled the scoreline and created the best chances of the first half , with Kaio Jorge and Christian both being saved by Rossi . The red-and-blacks' best chance came from Arrascaeta's header that went just wide of the post.
The game picked up in intensity in the second half, with both teams pushing forward more. Flamengo nearly opened the scoring with shots from Samuel Lino, Plata, and Carrascal , but Cássio made crucial saves to keep Cruzeiro in the match.
In the 37th minute, right-back William received his second yellow card for a foul on Bruno Henrique and was sent off , leaving the Minas Gerais team with ten men. Even so, the Rubro-Negro team was unable to capitalize on their numerical superiority.

An idol among Flamengo fans for his historic work between 2019 and 2020, Jorge Jesus still dreams of returning to manage Flamengo . This information was revealed by Kleber Leite, the club's former president and a personal friend of the coach. According to him, the coach would accept an offer to return to the club.
In an interview with Canal Mundo GV, hosted by former goalkeeper Getúlio Vargas, Kleber revealed that Jorge Jesus was very close to re-signing Flamengo in 2021, following Renato Gaúcho's departure.
