0Flamengo will vote next Wednesday (11/09), at a meeting of the Deliberative Council (CoDe), on an amendment with the aim of hindering the implementation of a SAF (Sociedade Anônima de Futebol). In 2022, the club received a "financial advisory proposal" with structure models and potential investors interested in acquiring a minority stake.
The amendment was presented by advisor Rodrigo Gustavo Rötzsch, member of the political group "Flamengo Maior", and was prepared in collaboration with "Flamengo Sem Fronteiras" and other political groups.
“It is an amendment creating voting rules if one day someone proposes the creation of a SAF. Today there are no rules in the Statute, it is an omitted matter. If Landim proposed, voting would be normal in the (Deliberative) Council. In this amendment, I and 200 other councilors are basically proposing two rules: that it not be voted on in the Deliberative Council, but rather in a general assembly with 60% of the members able to vote, which is currently 6 thousand. So there would have to be at least 3,600 voting, and it would have to be a qualified approval of 2/3 of the quorum, today there would be 2,400 in favor. And another point is to create a quarantine: anyone who has been a leader in the previous three years cannot take on a paid position at the SAF for six years,” explained Rötzsch in an interview with the 'GE' portal.
With 217 signatures, a number well above the minimum requirement of 50 to be taken to CoDe, the amendment has the support of three pre-candidates for Flamengo's election in December: Maurício Gomes de Mattos, who receives the support of the "Flamengo Maior" group, Luiz Eduardo Baptista, Bap , and Wallim Vasconcellos. The current candidate, Rodrigo Dunshee, justified that he cannot sign the amendment because he is part of the committee that analyzes all proposals. Rötzsch is optimistic that the amendment will be approved.
“What I've heard is that it looks like it will be approved. All amendments go through a statute committee, which can propose changes, but we managed, thanks to the 200 or so signatures, that it will be voted on as a highlight, without changing anything. It has broad support, we think it will pass. If Flamengo one day thinks that becoming SAF is the best path, let it be a movement that the majority of partners agree with and not be approved by 100, 200 or 300 people” he concluded.
In an interview with 'GE ' at the beginning of the year, President Rodolfo Landim once again stated that he was in favor of establishing a SAF at the club if this would allow Flamengo to build its stadium without putting Mais Querido in debt, suggesting a model similar to Bayern Munich, selling 25% of its capital.
"Create a company that owns football, and I dilute it like what Bayern did, which sold 25% of that company with a capital increase. So , if 75% is worth R$4.5 billion, put R$1.5 billion on this side and keep 25%. The news published by Ancelmo informs that Flamengo would have to pay R$100 million to remove a large gas structure present on land acquired by the club, which is owned by CEG and CEG-Rio, which are companies that are part of the gas concessionaire Naturgy.

However, after receiving criticism, the agent changed his position and has stated that the home of Mais Querido will not need this management model.
