Former Mengão leader is a federal deputy and sent a bill to increase the fight against racism in national sport

Congressman Eduardo Bandeira de Mello , former president of Flamengo , presented a bill in the Chamber of Deputies to expand the fight against racism in Brazilian football. Named " Dirty List of Racism in Football ", PL 1069/2025 proposes the creation of a specific registry for teams punished for episodes of discrimination.


The proposal aims to increase transparency and toughen penalties by preventing listed clubs from accessing certain benefits for two years.


The sanctions provided for include:


Prohibition on receiving government sponsorships

Impediment to sign contracts with the public authorities


Blocking access to tax benefits or incentives

For a club to be included on the list, a conviction is required in an administrative, judicial or sports court process.

"The objective is not just to punish, but to transform", says Bandeira

The deputy highlighted that current punishments have not been enough to eradicate racism in football:

"Unfortunately, Brazilian football is still the scene of episodes of racism , and the punishments applied to date have proven ineffective . The objective of this project is not just to punish, but to induce profound cultural changes," said Bandeira de Mello.

In addition to the list, the project foresees the creation of an exclusive channel for complaints , guaranteeing anonymity and security for whistleblowers.

If clubs present effective measures to combat discrimination , the proposal allows for early exclusion from the list, before the two-year deadline.

"This is not just a punitive measure, but also an educational and transformative one . We want clubs to be active agents in the fight against racism, promoting more inclusive and respectful football," added the former Flamengo president.

Next steps

The bill has already been submitted to the Chamber of Deputies , but still needs to be approved to become law. If approved, the National Register of Football Teams will be responsible for publishing the sanctions and corrective actions adopted by the clubs.

"Football is a national passion and should be an environment of unity , not exclusion . With this measure, we are taking an important step towards ensuring that racism has no place on or off the pitch," concluded Bandeira.

It was no use for Flamengo against Bahia this Sunday (5). Playing with one less player since the 13th minute of the first half , Mais Querido lost to Tricolor de Aço by 1-0 and ended a sequence of 12 unbeaten games against the Bahians, and 16 consecutive victories against coach Rogério Ceni.


FIRST HALF


The game started slowly but quickly deteriorated when Danilo was sent off in the 13th minute for a challenge on Tiago during a counterattack . Despite being ten men down, Flamengo didn't allow Bahia many chances and even had a chance to open the scoring through Samuel Lino, but Ronaldo made a great save. In the 44th minute, Willian José capitalized on a loose ball at the edge of the box and scored for the Tricolor.


SECOND HALF

With a contract until the end of 2028, the club sees no risk of losing him for free and plans to recoup part of the investment made upon his return. Corinthians, however, would only move forward with a potential negotiation if the player agreed to a significant salary reduction, currently estimated at R$1.5 million per month.
