Clause in the notice creates uncertainty about Flamengo's spending on the Gasometer land

Club trusts in well-conducted process to maintain value of R$ 138 million, but Justice may increase amount

Flamengo purchased the land for R$ 138,195,000.00 for the construction of the new stadium, but they still don't know if this will be the total amount to keep the space in the Gasometer region. The rules of the city council's notice place responsibility for possible losses in court on the club's account, in the dispute between Caixa Econômica Federal (CEF) as litigant.


Articles 11.7 and 11.8 of the final version of the notice, dated July 9, make clear the obligation of the successful bidder (Flamengo ) in the payment of "any difference, if any, between the value of the winning bid at the auction and that fixed in the expropriation process".


In the terms of purchase and sale of the property, the club undertakes to assume any judicial liens, taxes, tariffs and fines levied on the property, "renouncing, irrevocably, the right to subsequently charge such amounts from the Municipality".


For the lawyer specializing in administrative law Francisco Defanti, these conditions create some uncertainty about the final amount to be paid by Flamengo to take over the land in the central region of Rio de Janeiro, in addition to directing any possible loss to the club.

"There is no up or down parameter low. The value could be very high. It's a risk. It is the main risk that Flamengo runs. For any bidder who enters this model, the risk is this: you don't know what the value set by the judge will be up front. And Flamengo is committed to paying the difference that may be determined by the judge. This is both in the notice and in the promise of purchase and sale" - said Defanti in an interview with the portal "Lance".


Flamengo trusts in well-done expertise

Flamengo is aware of the litigious process ahead and calculated the risks before entering the auction. This is what the report heard from sources linked to the red and black board. the winning bid, but trusts in the expertise carried out by the city hall and in the studies that indicate an appreciation of the site no greater than R$ 240 million.

Expropriation process

In recent days, Caixa returned to court to ask for the annulment of the auction won by Flamengo. The bank criticized the allegedly biased process to favor Flamengo and criticized the amount of R$138.2 million. The entity is the administrator of the investment fund that owns the property.

Before the notice, Flamengo offered R$250 million to reach an agreement with the current owners. The expropriation process could have been carried out amicably, but there was no agreement. For this reason, the City of Rio initiated the expropriation process because it considered the property "abandoned and without fulfilling its social function".

Now, an expert was appointed by the Court to determine the value of the property. Any possible divergence with the assessment made by the city hall will be resolved by the judge.

Flamengo continues to demonstrate why it is considered the most feared team in the 2025 Brasileirão. According to a survey by the "DataFut" profile, the Rubro-Negro dominates the offensive presence category, leading both in touches in the final third and in expected goals (xG). In practice, this efficiency translates into the best attack in the competition, with 11 goals scored so far.


The graph reveals that Flamengo is the team that exchanges the most passes in the attacking sector, but the biggest highlight is its ability to transform this possession into real goal opportunities. Rubro-Negro has an impressive 2.2 goals per game, with numbers that reinforce its high offensive quality.

With 15.2 shots per game (6.2 of which were on target), Filipe Luís' team demonstrates aggression and consistency. The intense offensive movement is also reflected in the number of fouls suffered (11.6 direct shots per game).

Flamengo not only dominates possession and occupies the opponent's field, but also transforms this offensive presence into concrete numbers. Still, the Rubro-Negro can be even more objective due to the number of chances it creates. Flamengo closed 2024 as the club in the Americas with the highest operating revenue, according to a report by consultancy firm Sports Value released this Thursday (24). The Rio de Janeiro club reached the mark of US$ 212 million, equivalent to around R$ 1.2 billion, surpassing big names in North American football, such as Inter Miami and Los Angeles FC.

Despite facing reduced revenue from player transfers, ticket sales and membership fees, Mengão managed to maintain its position at the top thanks to strong commercial performance. Strategic partnerships and marketing initiatives ensured the club's finances remained buoyant in a challenging year off the pitch.



INTER MIAMI RISES UP THE RANKINGS WITH MESSI EFFECT


Inter Miami came in second place in the survey, earning US$190 million. Boosted by the arrival of Lionel Messi, the North American club made a considerable leap compared to the previous year, when it was only in fifth place. The presence of the Argentine star transformed the level of exposure and revenue of the Florida team.


The ranking compiled by Sports Value also points to Palmeiras, with US$144 million, and Los Angeles FC, with US$142 million, right behind. The São Paulo team stood out in the negotiations for players, raising around US$76 million in transfers during the period . Atlanta United rounds out the top 5, with US$131 million.


According to the consultancy, operating revenue corresponds to the total obtained from the sale of products and services, before discounts and taxes. In the case of Mais Querido, the positive performance in this regard highlights a management focused on diversifying sources of income, beyond the sports field.
