In Carlos Vainer's text published on Juca Kfouri's Blog, the author discusses the legal and urban issues involved in the construction of Flamengo's new stadium. Vainer refers to the questions raised by Sônia Rabello, a jurist, in Diário do Rio. At the beginning of the text, Rabello is unable to clarify precisely who owns the land. It is not the Caixa Econômica Federal (CEF), but rather a Real Estate Investment Fund, supervised by the Securities and Exchange Commission (CVM), whose shareholder is the FGTS, managed by the CEF.

It is surprising that the ownership of the land is not explained at the beginning of the text. The obligations of an Investment Fund, created to operate in a Public-Private Partnership (PPP) in an urban operating area, are important information to conceptually discuss the topic in question. The lack of this clarity compromises the discussion about the legitimacy and procedures involved in the construction of the stadium.

Rabello mentions the Constitution, citing Decree-Law 3365, which defines public utility for various works, including the creation of stadiums. According to the Constitution, stadiums can be considered to be of public utility, especially when included in urbanization plans aiming for better economic use. This point strengthens the argument in favor of building the stadium, even if there are controversies regarding the ownership of the land and the role of the Investment Fund.

The text also discusses the number of stadiums in Rio de Janeiro. Currently, the city has three stadiums, and with Flamengo's new stadium, there would be four. In comparison, São Paulo has its own stadiums for each Serie A club, in addition to other relevant stadiums in the metropolitan region. This analysis suggests that the addition of a new stadium in Rio de Janeiro could be beneficial, considering demand and the need for better conditions for games.

A comparison International highlights the situation in Buenos Aires, which has 24 stadiums within Greater Buenos Aires, a region comparable in size to Rio de Janeiro. London also serves as an example, with 11 major clubs and stadiums for other sports such as rugby. These cities demonstrate that a greater number of stadiums can be viable and beneficial, as long as they are well planned and distributed.

The discussion about the location of the new stadium is crucial. The proximity between Maracanã and Flamengo's future stadium is seen by some as problematic. However, real estate expansion in Rio de Janeiro is limited, and the availability of public transport is a determining factor. Locating the stadium in central areas with good access to transport can democratize fan access and facilitate logistics on game days.

Finally, Vainer mentions activation of the stadium on days without games, an important point for the sustainability of the project. The new stadium area was unoccupied for 20 years, contaminated and abandoned. The lack of interest from the local real estate market reinforces the need for a project that brings revitalization and continuous use to the space. These urban and planning issues need to be deeply analyzed to ensure the success and acceptance of Flamengo's new stadium.

Grêmio issued an official note this Tuesday (24), informing that it sent formal notifications to Flamengo and Lance newspaper! due to accusations of racial insult involving striker Carlinhos. The episode occurred after the Rio Grande do Sul club's 3-2 victory over Mais Querido, in a game valid for the Brazilian Championship, last weekend, in Porto Alegre.

< p>EXPERT DISCARDS RACIAL INJURY

According to the statement, Grêmio carried out an examination of the audios and videos related to the incident, which ruled out the occurrence of any racial insult against the athlete from Mengão. The club states that the analyzes were conducted based on advanced technologies and by renowned companies in Brazil and abroad.

"Based on the reports of two specialized companies, it was confirmed that there was no occurrence of racial insult to the Flamengo< /a> in the Arena", declared Grêmio. "Both reports, using different technical methods, reached the same conclusion, refuting any insulting speech", added the club.

In the note, Grêmio criticized the newspaper Lance!, which, according to the club, committed a "huge error" in publishing the accusations, leading the CRF to issue an official position. The club from Rio Grande do Sul claims that the publication caused "enormous damage" to the image of Tricolor and its fans.

"Grêmio informs that it has already sent notifications to Lance! and CR Flamengo, asking them to retract the content published. We will also take all appropriate measures to minimize the great damage caused to the club and its fans", reinforced the official note.

GRÊMIO REAFFIRMS COMMITMENT AGAINST. DISCRIMINATION

Grêmio took advantage of the episode to reiterate its commitment to combating any type of discrimination and reinforced its position in defense of correction and truth.

"We take this opportunity to reaffirm that Grêmio is totally against any form of discrimination and will always continue to act in favor of justice and truth", concluded the statement.

And this one? Caixa requests R$1 billion from Flamengo for land in Gasometer

Bank asks for billion-dollar compensation to free up land in the Port Zone

New information has emerged about the legal impasse involving Caixa Econômica Federal and the Gasologista land, located in the Port Zone of Rio de Janeiro, where Flamengo's future stadium is planned. The state bank demands compensation of R$1.08 billion to free up the area for the club.
DEMANDS FROM CAIXA ECONÔMICA FEDERAL

According to the website Exame, Caixa is charging R$240 million for land ownership and R$840 million for air rights for the work, which would allow for an expansion of the construction potential of the stadium project. Only with the payment of this amount would the bank be willing to provide the site for construction.

In 2024, the City of Rio de Janeiro, led by Mayor Eduardo Paes, expropriated the Gasometer land. Mais Querido then acquired the area at an auction for R$146 million. However, Caixa Econômica challenged the transaction in court, triggering a long legal battle that has not yet been resolved.

ONGOING NEGOTIATIONS

To try to resolve the conflict, Flamengo, City Hall and Caixa are looking for an agreement that could put an end to the legal disputes. A deadline of mid-November this year was set for the parties to reach a consensus and make progress on the stadium project possible.
