With Flamengo in a financial position that allows it to sign players from Europe, rival fans have been calling for the creation of a spending cap in the Brasileirão . However, the CBF has already made it clear that it does not intend to limit how much each club can invest.


“I CANNOT EQUALIZE THE UNEQUAL”


In an interview with ge, CBF consultant Cesar Grafietti explained that the most efficient model is the one that relates expenses and revenues , discarding a spending cap that is the same for all teams, but rather according to their investment capacity:


"Using the models we know from abroad, and which I think work best for football, it should always be a percentage ratio. With a defined cost, how much do you spend on payroll, investment, and hiring in relation to the club's revenue ? We have to remember that I can't make unequals equal. A club that makes R$1 billion has earned its way to that figure. So I can't make a club that makes R$1 billion spend the same as a club that makes R$200 million.

Grafietti also highlighted that limiting investments by clubs like Flamengo , Palmeiras and Corinthians, which already exceed the R$1 billion mark in revenue, would be unfair: " Why say they can only spend R$200 or R$300 million because a regional club or a small city can only make that much in revenue? It's unfair to those who have managed to grow and restructure themselves."

FINANCIAL FAIR PLAY FROM 2026

Unlike the spending cap, the CBF is working to implement financial fair play starting in 2026. The goal isn't to equalize investments among clubs, but to ensure that no one spends more than they earn: "The financial fair play model has a single, basic objective: to ensure that clubs pay their bills on time. It won't balance competition, nor will it make everyone spend the same amount."

The consultant explained that, in the long term, the model increases competitiveness, as it attracts players and sponsors to clubs with balanced finances. He cited the examples of Palmeiras and Flamengo, which excelled precisely after achieving financial sustainability .

WHAT DOES THIS MEAN FOR FLAMENGO?

The CBF's statements bring relief to Flamengo, which already meets the parameters of financial fair play . The club has remained sustainable since the restructuring began in 2013, and therefore is not at risk of facing restrictions when the model is implemented.
