With Flamengo among the leaders of Brazilian football, the debate about the implementation of financial fair play in the country is gaining strength. The issue divides opinions between fans and managers, especially those from clubs structured as SAFs or with large debts. A study by Sports Value helps explain the reason for this division, highlighting Mengão as one of the few clubs that would already comply with the proposed rules.


Signed by Amir Somoggi, specialist in sports marketing, the study uses the European model of financial fair play as inspiration. This system was introduced in Europe in 2011, after clubs made a record loss of €1.7 billion. The initiative helped torestorethe clubs' profitability by 2017, with results that, despite being affected by the Covid-19 pandemic, remain under control.


Analyzing the flaws that allow some European clubs to circumvent the system — whether through SAFs or sponsorships —, Sports Value suggests the ideal model for Brazil: “A transversal financial fair play, with analysis of different data and financial indexes”. These indices include:


- strict control of SAF deficits: maximum of R$ 20 million ( two-year average);

- Limitation of spending on football: maximum of 73% of revenue;


- debt control: net debt/income ratio below 2.0.

- SAFs do not meet deficit control

The first index already reveals the imbalance caused by SAFs in Brazilian football. Although some fans treat the issue as “clubism” or “envy,” four of the six clubs with the biggest deficits between revenue and expenses are companies. The negative highlight goes to Botafogo, which spent more on signings during the season and accumulates losses of R$349 million, according to financial data from 2022 and 2023. These expenses are only possible because the club belongs to Eagle Holding, the investor's company American John Textor.

Other clubs that overcame the average deficit of R$ 20 million were Vasco da Gama SAF, Bahia SAF, Grêmio, América-MG SAF and São Paulo. Meanwhile, Flamengo, which broke records in revenue and raised R$ 1.4 billion in 2023, presenting a surplus of R$455 million in the period.

Spending control

Deficit control is directly linked to the spending limit in in relation to revenue, an area in which Flamengoalso stands out. Sports Value recommends that clubs spend a maximum of 73% of their revenue. Currently, only Flamengo, Internacional, Corinthians, Cuiabá SAF, Santos and Athletico-PR are within this limit. Botafogo and Bahia, both acquired by foreign investors, surpassed the 100% mark.

Debt

The last index analyzed is the clubs' net debt, which compares debts with revenues and available cash. The index should not exceed 2.0, according to the consultancy. Flamengo, with an index of just 0.05, is among the best. In most cases, Brazilian clubs are within the limit, except Atlético-MG SAF, Cruzeiro SAF, Internacional, Vasco SAF and Coritiba SAF. Landim defends the debate on financial fair play

As one of the leaders of this movement, Flamengo, through its president Rodolfo Landim defends the implementation of a financial fair play model in Brazil. In a recent interview, Landim mentioned Botafogo's high investments in the season and stated that the topic needs to be debatedseriously among the clubs.

“Soon, we will have to discuss issues that could impact Botafogo. If we look at the amount the club invested in acquiring athletes this year, it was certainly much higher than last year's revenue. Under a financial fair play rule, this would not be allowed. Today, Brazilian football is still very unregulated in this aspect, and I think these issues need to be seriously discussed for the future,” said Landim.

Atlético-MG announced that around 21 thousand tickets had already been sold until the morning of this Monday (4) for the decisive clash against Flamengo, valid for the second leg of the round of 16 of the Copa do Brasil . The match is scheduled for Wednesday (6), at Arena MRV.

Officially presented this Monday with the number 15 shirt, Jorge Carrascal arrived at Flamengo with the mission of strengthening the creative sector, occupying a role in which Arrascaeta has been a reference since 2019. Although he has not yet debuted with the Manto Sagrado, the Colombian midfielder stated that playing for the Rio de Janeiro club represents an important milestone in his professional career.


"The truth is, I came to Flamengo with a purpose: to work, compete, and achieve the best for the club. The short-term goal is to play and earn matches. I'll work hard, focus on the clear objective, and the lineup will depend on the coach," the player declared.

Officially unveiled this Monday wearing the number 15 jersey, Jorge Carrascal arrived at the club with high expectations. Coming from Dynamo Moscow, the Colombian was considered a potential replacement for Arrascaeta , but he refuted the idea of a rivalry with the Uruguayan, a regular starter since 2019. In his first interview, Carrascal emphasized the importance of teamwork.


" It's not about competition, that I will be his replacement , that I will not be his replacement. I came to Flamengo with the purpose of working, of competing, of trying to achieve the best for the club, the clear objectives that it has in the short term this season," the player declared.

Besides rejecting any kind of competition for position, Carrascal praised his teammate's quality. " Arrascaeta has a unique game. He's a great player. We've known Arrascaeta for many years, based on his abilities. He's a different player," he stated.

Demonstrating commitment, the midfielder also highlighted his tactical versatility, showing a willingness to play in different areas of the field, depending on the coach's needs. I'll try to do my best," he added.

PLAYER REMAINS IN GOOD SHAPE

Carrascal hasn't played an official match since May 24th, when he left the Russian club. However, the athlete stated that he maintained his physical preparation during the vacation period. Flamengo 's staff also expresses confidence in his athletic condition, which should accelerate his integration into the main squad in upcoming matches.
