Elected Flamengo president for the next three years, Luiz Eduardo Baptista decided to present a budget forecast for 2025 to replace the budgets made by Rodolfo's current management Landim. The vote to approve or not the proposal was removed from the agenda of the Board of Directors meeting this Tuesday (17), leaving only the election of the new president of COAD.
Commissions of Flamengo's Board of Directors presented several inconsistencies in the current management's budget proposal. The council's decision was to withdraw approval from the agenda due to the chance of the document being rejected. This means that the club will end the year without an approved budget, something that has not happened for many years. It will be up to Bap's management to develop and present a new forecast at the beginning of 2025.
The budget prepared by the Landim management was sent on November 14th and foresees a gross revenue of R$ 1.166 billion for 2025. The document would determine other important issues, such as the need to raise at least 30 million euros from athlete sales for the high investments in 2024, and 24.9 million euros for acquisition. In addition to confirming that the club will start next year with R$3,096 million in cash.
But the COAD's decision excludes both this revenue forecast and the amounts for buying and selling players. These numbers may change in the proposal to be presented by Bap. See the document made by Landim management.
It's worth highlighting that Flamengo's statute provides for the non-voting of a budget proposal before the turn of the year. In this case, the 2024 budget is updated according to inflation and extended to the next year. The decision is provided for in art. 140, inc. III.
Art 140 : The Budget Project and the Three-Year Strategic Plan or its readjustment will be forwarded by November 15th of each year to the Board of Directors, which will submit it for consideration of the Fiscal Council and other committees set up for this purpose, to issue opinions until the thirtieth of the same month of November and will promote their vote within thirty days of receipt.
§ 3rd : If the Board of Directors does not vote within the deadline set out in the caput of this article, or if the budget project is rejected, without a substitute being approved, the current budget will be extended for the year next, updated based on the IGP-M or, in the event of its extinction, the index that replaces it.
With the approval, this Tuesday's COAD meeting will only feature the election of the next council president, scheduled for 7 p.m. at 9pm. Luiz Eduardo Baptista supports his vice-president Emílio Habibe, the only candidate and guaranteed winner.
Decision includes budget for the construction of the stadium
Landim decided to produce two budgets different ones for the next season: one for the club and another exclusively for the construction of the stadium. The decision not to vote on the budget forecast this year also includes the numbers for the stadium.
It was in this document containing the proposal for the sale of captive chairs, details of construction expenses and how the board planned to raise the money to cover the entire construction. But it is worth mentioning that the discarding of these numbers was already expected, as Bap promises to present a new project for the red-black stadium, different from what was announced by the management that leaves the club at the end of the year.

Estudiantes is already in Rio de Janeiro for the first leg of the Copa Libertadores quarterfinals against Flamengo , scheduled for Thursday (18), at 9:30 pm (Brasília time), at Maracanã. The Argentine team trained at Fluminense's facilities , preparing for the decisive duel.
Coach Eduardo Domínguez tested a more conservative formation, including an extra defensive midfielder in midfield, as a strategy to contain Flamengo's attacks. According to Radio Província 1270 in La Plata, the change could result in only one striker on the field , demonstrating a more solid defensive posture.
Estudiantes ' likely lineup for the clash includes: Muslera; Gómez, Nuñez, Rodríguez, Arzamendia; Ascacibar, Piovi, Amondarain, Medina, Tiago Palacios; Carrillo.
It's not yet clear whether Piovi will play as an extra midfielder or be replaced by Castro . Amondarain, despite being an attacking midfielder, could drop back and act as a third midfielder, depending on Domínguez's strategy in recent training sessions.
With the prospect of a more closed Argentine team, Flamengo, under the command of Filipe Luís, will have to work hard to break down Estudiantes' defense and seek a positive result in the first leg of the Libertadores quarterfinals.
