The statement by Flávio Willeman, vice president elected alongside Luiz Eduardo Baptista (Bap), after his victory at the polls last Monday (09), summarizes the thinking of the new red-black administration:
“We are not going to become SAF, but we want to professionalize the club.”
The keyword for the next three years in Gávea is professionalization, and the objective is to transform the Flamengo in a more efficient management model, although without becoming a Public Limited Company of Football (SAF).
Model inspired by SAF, but without giving up control
Bap intends to structure the club as a SAF with regard to professional management, hiring specialists to manage each area. However, these professionals will report directly to the president, reducing the influence of vice presidents in the administration.
One of the first measures will be to bring in Rodrigo Tostes, who previously served as vice president of finance at Flamengo and was a crucial figure in the financial restructuring during the management of Eduardo Bandeira de Mello. Tostes, active in Bap's campaign, should take on the role of red-black CEO and is already participating in the transition process.
Change in the Statute is essential
To implement this vision, Bap will need to amend the Flamengo Statute, which currently requires the appointment of 19 vice-presidents for areas such as finance, olympic sports, football, rowing, marketing, legal, and others.
Bap classifies this model as "amateur management" and intends to present to the Deliberative Council, in the first months of 2025, a proposal for eliminate this obligation. While the change does not occur, the plan is to accumulate functions in the main vice-presidencies, forming an advisory council for the club's strategic decisions.
José Boto will lead red-black football
In the area of football, the Portuguese José Boto has already been confirmed as the main person responsible for reformulating the department. He will have autonomy to assemble his team, which will include communications and strategy directors. With these measures, Bap hopes to inaugurate a new era at Flamengo, marked by professionalization and administrative efficiency.
“There is no more room for amateurism in the club. A SAF is nothing more than a professional management structure”, added Willeman after winning the election.

Officially presented this Monday with the number 15 shirt, Jorge Carrascal arrived at Flamengo with the mission of strengthening the creative sector, occupying a role in which Arrascaeta has been a reference since 2019. Although he has not yet debuted with the Manto Sagrado, the Colombian midfielder stated that playing for the Rio de Janeiro club represents an important milestone in his professional career.
"The truth is, I came to Flamengo with a purpose: to work, compete, and achieve the best for the club. The short-term goal is to play and earn matches. I'll work hard, focus on the clear objective, and the lineup will depend on the coach," the player declared.
During the interview, Carrascal made a point of praising the club's structure and the Mais Querido's representation in the South American scene. According to him, the decision to wear the red-and-black jersey was made with conviction.

Coming from Dynamo Moscow, the Colombian was considered a potential replacement for Arrascaeta , but he refuted the idea of a rivalry with the Uruguayan, a regular starter since 2019. In his first interview, Carrascal emphasized the importance of teamwork.
" It's not about competition, that I will be his replacement , that I will not be his replacement. I came to Flamengo with the purpose of working, of competing, of trying to achieve the best for the club, the clear objectives that it has in the short term this season," the player declared.
Besides rejecting any kind of competition for position, Carrascal praised his teammate's quality. " Arrascaeta has a unique game. He's a great player. We've known Arrascaeta for many years, based on his abilities. He's a different player," he stated.
