The renovation of São Januário and the Flamengo stadium project have one thing in common: the "constructive potential" mechanism suggested by the City of Rio de Janeiro.

It has already had a public hearing and will go through at least two more before going to a vote. If councilors give a positive signal to the project, Vasco will be able to sell it on the market to use, necessarily, in the renovation of its stadium. In the case of Flamengo, mayor Eduardo Paes proposed two possibilities of constructive potential: one for Caixa Econômica Federal and another for the Flemish headquarters in Gávea.


In relation to Caixa, the mechanism would be for its land in the Gasologista region, in the Center (RJ). With this, the state bank could raise funds in other parts of the city and make the region cheaper for Rubro-Negro, which wants to build its stadium there.
