This was an order from the president to Brazilian clubs
" If you don't pay, you have to suffer the consequences, like in Europe. In Europe today, if a club doesn't pay you, you file a complaint with UEFA, and they impose a transfer ban. Until they resolve the issue, they can't buy players. It makes perfect sense, it's the most normal thing. Today, nobody discusses this in Europe. (Only sell in cash or with bank guarantees) This was an order from the president to the Brazilian clubs ," he said, before concluding:
" Here we can't complain to FIFA directly, there is an intermediary body within the federation to whom we have to present the complaint, but it takes a long time. There is no problem with foreign clubs, we go to FIFA and they grant the transfer ban. As this doesn't happen in Brazil, we had to impose measures so as not to be left high and dry. Either they pay upfront or present guarantees. It's a large amount, it could be enough to buy a player ", concluded Boto, in an interview with 'MengoCast'.
