The Maracanã Special Bidding Committee set the beginning of the second phase of the process for March 5th. On this date, at 10:30 am, the committee will hold a ceremony in the auditorium of the State Secretariat of the Civil House, at Palácio Guanabara, for technical proposals from competitors for managing the stadium for 20 years: Consórcio Fla-Flu (Flamengo e Fluminense), Consórcio Maracanã para Todos (Vasco and WTorre) and RNGD Consortium (Arena 360).
The technical proposal has the greatest weight in defining the winner of the Maracanã bid: 60% against 40% of the financial offer. As the Consortium of Flamengo and Fluminense is the only one with two clubs, there is an expectation that the duo will present the best proposal at this stage and establish an advantage in the process.
The rivals have a wide advantage in this regard in relation to Vasco, which is alone in partnership with companies, and also about Arena 360, which does not have an agreement with any club in Rio de Janeiro to date. After all, the duo can add up their games as hosts and present the maximum game proposal.

Each of the three competitors filed at least one appeal to try to eliminate a rival. In total, the Government of Rio received six attempts to challenge it.Vasco was the club that filed the largest number of appeals, two against Flamengo and one against Arena 360. The red-black rival tried to claim that the Fla-Flu duo has no experience in stadium maintenance, questioned Maracanãzinho's management and pointed out a lack of necessary documents.
