Flamengo had agreed to release Victor Hugo to Famalicão, from Portugal, without any costs. However, the negotiation was interrupted after the internal crisis involving technical director José Boto . The turbulence behind the scenes, intensified by the Pedro and Mikey Johnston cases, made the club back down and hold on to the player.


The decision took on new contours after president Luiz Eduardo Baptista, known as Bap, was pressured by advisors and political allies.
