Flamengo is approaching an important step towards getting its own stadium project off the ground. There are two possibilities on the radar for purchasing the area in the port area of ​​Rio de Janeiro: Caixa agreeing to negotiate the location or City Hall expropriating it. In this context, the club wants to increase the area acquired to also build a parking lot.

The club decided to invest in two plots of land that will total 104 thousand square meters in the Gasometer area. One of them has 87 thousand square meters, for the construction of the stadium, and the other has approximately 17 thousand square meters, which would be transformed into a parking lot. Both belong to the investment fund managed by Caixa.


The meeting last Monday put Caixa's commitment to presenting the final value this Friday on the table. Flamengo believes it will receive a fair price to begin purchase negotiations, which should continue over the next few months. The tendency is for there to be no update in the next few days, as President Rodolfo Landim and his colleagues are traveling abroad. Conversations are expected to be resumed after they return to Brazil.


A recent report from the Fundação Instituto de Pesquisas Econômicas (FIPE) valued the 87,000 square meter plot of land at R$240.5 million. Caixa, however, understands that the value is much higher and points to the appreciation in the port area region. For the bank, the site is worth approximately R$400 million. The support of Rio City Hall, which defends the red-black project to enhance the region, is an asset for Flamengo in negotiations with Caixa. Mayor Eduardo Paes stated that he will expropriate the area if there is no reduction in the amounts requested from the club.

The expropriation of private land by the Executive Branch is provided for in the Constitution. There are a series of legal requirements for this, but in short, the measure is possible as long as there is public interest and payment of prior, fair, cash compensation. To speed up the negotiations, deputy Pedro Paulo, an ally of Eduardo Paes and Flamengo in this negotiation with Caixa, has insisted that the priority is for the federal institution to convey the real value of the land, leaving the Cepac discussions for another time. .


Cepac (Certificate of Additional Construction Potential) is a title that gives the builder of a property the possibility of changing the urban parameters established by the City Hall in an Urban Consortium Operation (OUC). At the beginning of the week, Paes stated, via Twitter, that the City Hall had committed to transferring the CEPACs and that it had forgiven Caixa's R$4 billion debt.

DEMANDS FROM CAIXA ECONÔMICA FEDERAL

According to the website Exame, Caixa is charging R$240 million for land ownership and R$840 million for air rights for the work, which would allow for an expansion of the construction potential of the stadium project. Only with the payment of this amount would the bank be willing to provide the site for construction.

In 2024, the City of Rio de Janeiro, led by Mayor Eduardo Paes, expropriated the Gasometer land. Mais Querido then acquired the area at an auction for R$146 million. However, Caixa Econômica challenged the transaction in court, triggering a long legal battle that has not yet been resolved.


ONGOING NEGOTIATIONS

To try to resolve the conflict, Flamengo, City Hall and Caixa are looking for an agreement that could put an end to the legal disputes. A deadline of mid-November this year was set for the parties to reach a consensus and make progress on the stadium project possible.
