The leader of Flamengo and Rio councilor, Marcos Braz, and Senator Romário are being investigated by the Federal Police and the Federal Public Ministry for involvement in an alleged scheme to embezzle money from sports projects by Rio City Hall. The accusations against the parliamentarians came from a plea bargain.
According to information from UOL, an inquiry was opened at the beginning of this month at the STF to investigate the case, which has evidence of passive corruption and money laundering. The inquiry is also reported by minister Kassio Nunes Marques.
The basis for the investigations was an annex to the plea bargain of businessman Marcus Vinícius Azevedo da Silva. He was arrested in 2019, accused of participating in the diversion of resources from social projects of the government and city hall of Rio.
ACUSATION AGAINST MARCOS BRAZ
According to the whistleblower, the vice-president of Flamengo, Marcos Braz, was responsible for collecting amounts diverted in the scheme that involved an NGO for "illicit favoritism of Romário". Furthermore, Marcus Vinícius also said that the payments occurred during the time of Rubro-Negro's VP of football as head of the department, a position appointed by Romário and where he remained between January 2015 and March 2016.

Also according to information from UOL, Romário said, through a note from his press office, that the accusation "has a vague and imprecise narrative". Marcos Braz, on the other hand, appeared surprised and said he would not speak out. According to UOL investigations, two contracts totaling R$13 million were signed with the NGO Cebrac during the Flamengo director's tenure, at the Rio Municipal Sports Secretariat.

Flamengo's transfer window isn't over yet . Football director José Boto is still searching for two specific reinforcements to further strengthen Filipe Luís's squad . The club has already signed five players, but the board believes there are still gaps to be filled.
The main movement continues to be for Fiorentina striker Lucas Beltrán . A deal with the Italian club is already in place, and now the only thing left to do is convince the player. The Argentine, who was initially reluctant about a return to South American football, is beginning to welcome the club's offer .
In addition to a striker, Flamengo is seeking another defender. The need has been evident in recent games. With Danilo injured, only Léo Ortiz and Léo Pereira remain as reliable options . Since Filipe Luís rarely uses the youngsters from the youth academy, the starting duo's fatigue has been noticeable—especially in the Copa do Brasil match against Atlético-MG, where their physical and mental fatigue was evident in the goal conceded. Although signing a defender is not considered a priority, the topic is being discussed internally, and José Boto is evaluating options on the market.
Flamengo still has time to finalize new deals. The transfer window in Brazil opened on July 10th and will remain open until September 2nd. Despite this, the board believes that the sooner the reinforcements are finalized , the sooner coach Filipe Luís will be able to count on a full squad.
So far, the club has signed five players : Saúl Ñíguez and Samuel Lino, both from Atlético Madrid; Emerson Royal, a right-back from Milan; Jorginho, a former Arsenal midfielder, signed during the Club World Cup transfer window; and Jorge Carrascal, a Colombian midfielder from Dynamo Moscow, who is already in Rio and should be officially confirmed soon. With the transfer window open until early September, more news is expected in the coming days.
Mengão reached an agreement with Dynamo Moscow to sign the midfielder, but the Russian club did not send a document authorizing the official announcement.

Although he was the first signing by Flamengo in this transfer window, midfielder Jorge Carrascal was the last to show up in Rio de Janeiro . According to the 'GE' portal, the last document signed by the Russian club arrived at Flamengo late in the afternoon of this Friday (1st). With that, the official announcement of the player will be made in the coming days, after the conclusion of pending procedures with Atlético-MG.
The reason for the delay was that Dynamo Moscow, his former club, took too long to complete the necessary paperwork for the transfer . The Russian team only released the Colombian after signing Rubens from Atlético-MG as a replacement.
At Dynamo's request, Flamengo will participate in the payment to Atlético-MG for Rubens' acquisition. Thus, a significant portion of the €12 million (R$77 million) invested by Carrascal will go to the Minas Gerais club.
Despite being in Rio since Wednesday, Carrascal has not yet been regularized with the CBF, which prevents him from playing in the next matches — against Ceará, this Sunday (3), for the Brasileirão, and against Atlético-MG, Wednesday (7), for the second leg of the round of 16 of the Copa do Brasil. The registration deadlines for both matches have already expired.
The Colombian's debut is scheduled for August 9th against Mirassol at Maracanã, in the final round of the first half of the Brazilian Championship . Having been training regularly and playing for Dinamo, Carrascal is expected to be available to Filipe Luís as soon as he is officially confirmed. He has already passed the medical exams but will only be able to train with the club after being registered.
Alvinegro still owed Mengão for the signing of Matheuzinho, but managed to deposit a huge amount to close the matter.

Flamengo received, this Friday (1st), another millionaire amount related to the sale of right-back Matheuzinho. Corinthians paid around R$ 14 million to Rubro-Negro , paying off the remaining amount of the negotiation made in February of this year.
At the time, the Rio de Janeiro club sold the player for R$21.48 million, but Corinthians delayed the third installment of the agreement. As a result, Flamengo demanded immediate payment of the entire outstanding amount . The information was initially reported by the portal Meu Timão.
To facilitate the payment, Corinthians signed an agreement with Brax, the company responsible for marketing advertising signs for both clubs. The company acted as guarantor for the deal and transferred the funds to Flamengo .
By August, Corinthians had already paid R$8 million directly to the Rio de Janeiro club. It then transferred R$7.58 million to Brax , which topped up the amount with another R$6 million , fully settling the debt with the club.
While the board celebrates receiving the amount, Flamengo remains focused on the field. The team led by Filipe Luís returns to play this Sunday (3), against Ceará, at 6:30 pm (Brasília time), at Arena Castelão, for the 18th round of the Brasileirão. The match will be broadcast live on Premiere, on pay-per-view.
