Walter Monteiro, one of the authors of the amendment that takes a stand against the Sociedade Anônima do Futebol (SAF), confirmed that the proposal should be voted on in August by Flamengo's Deliberative Council. The statement was made during a live broadcast on MRN TV. The decision could mark an important moment for the club's administrative future, generating exexpectations and discussions between advisors and fans.  SAF, orSociedade Anônima do Futebol, is a management model that allows football clubs to transform into companies, being able to attract external investments and improve financial management. Many Brazilian clubs have considered this option as a way to get out of financial crises and improve their operations. However, the idea also encounters resistance from some sectors that prefer to maintain traditional associative administration.

A NEW NARRATIVE IS PRESENTED


The amendment proposed by Walter Monteiro and other advisors aim to block the implementation of SAF in Flamengo. Arguments against the SAF include members' loss of control over the club and the possible excessive influence of external investors on the team's decisions. Furthermore, there are concerns about the long-term financial sustainability and preservation of the club's identity.

The vote is scheduled for August and promises to be a significant event for Flamengo. Advisors and associates have extensively discussed the pros and cons of SAF. On the one hand, SAF defenders argue that the model can bring financial stability and modernize the club's management. Flamengo's presidential election will take place in December, but behind the scenes at the club are already busy. The leadership of Rodolfo Landim's management lost members who will support other groups in the election and new goodbyes could come soon. The current president's group, on the other hand, still estimates it has strength.

Landim announced support for Rodrigo Dunshee in the election. Dunshee is the club's Deputy General and Legal Officer, and accompanied the current president for both terms. The board has seen five vice presidents leave their positions in recent weeks. The farewells were to join Luiz Eduardo Baptista's group, Bap, or Maurício Gomes de Mattos.


There were three farewells to support Bap. Rodrigo Tostes, from Finance, and Marcelo Conti, deputy from the Presidency's Office, left last week, while Paulo Cesar Pereira, deputy from Secretariat, spoke with Landim last Friday night (12). The president indicated that he will take on the role of Finance Vice and nominated Diogo Lemes for the vacancy left by Conti.

One of them was Maurício himself, who was deputy of Embassies and Consulates, and left the board to launch his own candidacy. Adalberto Ribeiro, then vice-president of External Relations, left his position to support Maurício.


The departures did not take the board by surprise, according to people interviewed by UOL. The moves were already expected and other goodbyes are expected. It is understood that there was a union of different aspects around Landim's candidacy, but this alliance no longer appears necessary in the current situation.

The scenario points to the first major rupture since Landim took office , in January 2019. In the corridors, however, there is a positive evaluation. The reading is that, even with exits and formations of alliances that will become rivals in the election, the majority of political groups still support Dunshee — this design brings confidence to the group in the situation in another election. Landim could become a candidate for president of the Deliberative.

The groups that were already opposing the administration are still debating the options

There is a view that many movements could happen behind the scenes, and the scenario is studied before deciding which direction to take. They evaluate their own candidacy or support for a ticket, and calculate that they can take around 500 votes with them.

Ticket registration will take place between September 10th and 30th. The election will take place in the first ten days of December. The identification of plates will no longer be by color, but by number.

Landim's cousin and vice-president of Heritage in the current management of Flamengo, Arthur Rocha is in the opposite camp to the red-black president in the articulation to transform the club into SAF. The director is gathering signatures to present an amendment to the Deliberative Council that would make it difficult to approve the change in the club's management model.

Arthur Rocha's project foresees that the eventual transformation of Flamengo in Sociedade Anônima de Futebol would have to be approved by a qualified quorum of two thirds of the members at the Flamengo General Assembly (which brings together all members with voting rights).


The SAFs law provides that they must be approved by the clubs' General Assemblies. But in Flamengo there are those who understand that because it is an omitted topic in the statute, the topic would fall under the jurisdiction of the Deliberative Council. Rocha's proposal would be to end this legal vacuum, in addition to establishing a quorum that is not in the law.


Rocha began to gather support to present his amendment last week. He has already obtained some important support from the opposition, such as pre-candidates for president Flávio Willeman and Wallim Vasconcelos.

Other names in the opposition, however, although opposed to the SAF, are reluctant to join the proposal. This is because all amendment proposals that reach the Deliberative Council, before going to the plenary, go through the Statute Committee, which has the power to change the text that goes to the vote.

Last year, for example , an amendment proposed by the group Flamengo Sem Fronteiras, by former candidate Ricardo Hinrichsen, which sought to regularize the category of off-Rio member, won the Statute Committee – formed by names nominated by Antônio Alcides, president of the Code and ally of Landim – a limit that only allows Flamengo to have a thousand members in the category.


The fear of sectors of the opposition is that something similar will happen now, and that the proposal led by Rocha will be changed by a text that, instead of making it difficult, make Flamengo's transformation into SAF easier. Furthermore, advisors suspect that proposal is nothing more than a test balloon to measure the partners' acceptance of a SAF project before the Landim management presents a concrete project.

In any case, regardless of intentions de Rocha and the final result, the opposition sees the movement of Landim's cousin as a warning sign that the red-black president is in fact intending to take the transformation of Flamengo into SAF to a vote before the end of his administration. After all, Rocha is part of the management and would not propose the amendment if there were no real articulations for change.

Publicly, Landim has already defended SAF with the sale of a minority share of Flamengo's football as a way to finance the construction of its own stadium. In recent days, the president intensified negotiations for the construction of the new arena with a meeting in Gávea with the president of Caixa Econômica Federal to express Flamengo's interest in purchasing land in Gasologista to build the stadium.
